At the end of the 1950s, the need for new multi-purpose locomotives for mixed service on branch lines grew at the German Federal Railroad. In 1959, the first advance locomotive of the class V 100.2 (from 1968: class 212) came to the railroad. This had evolved from the V 100.1 (later class 211). Another twenty advance locomotives joined the Deutsche Bundesbahn in 1961 and 1962.

After all the machines had proved very successful, an order was placed for a total of 370 more series machines. These machines were built in two construction lots between 1963 and 1966. Included in these 370 machines were ten specially equipped steep-grade locomotives that were later redesignated as the class 213. Thus, the 212 series totaled 380 machines.

The model is motorized with an L motor in the locomotive. This results in an enormously high-torque locomotive that can also pull long and heavy trains.
