The Mainz is considered one of the German "paper ships" that were designed as part of "Plan Z" but never built. The Mainz was planned as "Cruiser K", but the name is an invention of the World of Warships publisher: Wargaming.

Regarding the restrictions on the number of heavy cruisers in the Kriegsmarine, this ship was intended to demonstrate Germany's "good will." But due to the changing political situation in Europe, the German government reconsidered its plans to build the ship.

In the second half of the 1930s, a number of Admiral Hipper-class heavy cruisers were built for the German Navy. It was decided to build two ships. Their designs were to be as similar as possible to that of the third ship in this series - the Prinz Eugen. The 150-mm guns of the main battery were the same as those used on the Königsberg- and Leipzig-class light cruisers. The resulting warships were classified as light cruisers, although their characteristics in water displacement and armor matched those of heavy cruisers. From the point of view of the existing naval agreements, their gun caliber played the decisive role in the classification of the ships. In 1937, the German government intervened. Two cruisers were still to be built to the Admiral Hipper design, but now they were to be heavy cruisers. However, their design as heavy cruisers was never completed.
